What FSSAI open data tells us about India's food business — and where cloud kitchens fit
India's Food Safety and Standards Authority (FSSAI) publishes rich open data on data.gov.in. We pulled the highlights so cloud kitchen founders can spot opportunities faster.
1. Where the food businesses are
Maharashtra, Tamil Nadu, Uttar Pradesh, Karnataka and Gujarat together account for roughly half of all licensed Food Business Operators (FBOs) in India. Metro clusters — Mumbai, Delhi, Bengaluru, Hyderabad, Chennai, Pune — dominate cloud-kitchen density.

2. Basic vs State vs Central — which license fits a cloud kitchen?
Around 77% of FBOs hold a Basic Registration (turnover under ₹12 lakh) — the natural starting point for a home-based cloud kitchen. The moment you cross ₹12 lakh in annual turnover, you must upgrade to a State License. Only large multi-city operations or import-export businesses need a Central License.
3. Cloud kitchens are the fastest-growing segment
The "Cloud Kitchens & Home-based" product category now exceeds 2 lakh licensed FBOs nationwide, growing double-digit year-on-year — faster than traditional restaurants or retail.
4. Enforcement — how strict is FSSAI really?
Across major states, roughly 1 in 5 samples analysed is non-conforming. In Uttar Pradesh and Delhi that rate is higher, in Kerala and Telangana it's lower. Cloud kitchens are inspected on the same basis as any restaurant — clean SOPs and proper labelling matter.
5. What this means for cloud kitchen founders

- Density is rising fastest in Tier-2 cities — Jaipur, Kochi, Lucknow, Chandigarh — less crowded than Mumbai or Bengaluru.
