A fire NOC is additionally required in most states once the kitchen exceeds a certain area or uses commercial LPG above a set threshold — check your state's fire services portal.

Step 1 — Pick and register the entity

A sole proprietorship is fastest and cheapest for a single kitchen. Go LLP or Private Limited only if you plan to raise money, add partners or run multiple brands. You'll need a current bank account in the business name for aggregator payouts either way.

Step 2 — FSSAI registration (the one that matters most)

Turnover under ₹12 lakh a year → basic registration. Above that → state licence. The application is filed on the FoSCoS portal with your identity proof, kitchen address proof, layout plan, water test report and food category list.

Step 3 — GST registration

File on the GST portal with PAN, Aadhaar, business address proof, bank details and a photo. Even below the threshold, register early — Swiggy and Zomato both require a GSTIN during onboarding, and restaurant supplies through aggregators are taxed at 5% without input credit.

Step 4 — Trade licence and Shop & Establishment

Both are municipal or state-level and now online in most cities (BBMP for Bengaluru, GHMC for Hyderabad, MCGM for Mumbai, MCD for Delhi). You'll upload the rent agreement, FSSAI certificate, property tax receipt and a kitchen layout.

Common reasons applications get rejected

Kitchen address on the rent agreement doesn't match the application.
No NOC from the property owner or society for commercial cooking.
Missing or expired water potability test report.
Residential-only zoning where commercial food prep isn't permitted.
